-x% Target Defense

I searched the compendium/wiki Diabloii but didn't come across anything.

Can anyone answer the following question:

1. Do the "-X% Target Defense" Effects from Skills/Weapons/Runes (Ie. Heavens light/ Inner Sight/ Eth rune, respectively) reduce ALL TARGET'S defense in the chance to hit formula? (That is Including PVP and Act End bosses)

*ANDO|||I believe, but may be wrong on exact stats, the % to hit is 1/2 for champians/uniques, 1/4 for bosses and 1/8 for pvp.|||Afaik -X% Target Defense doesn't work on Act bosses.

Just wondering, do u remember where you read that? I would like to know for pvp/ubers also.

I'm not sure at all.|||Inner Sight applies - Defence, which reduces base defence by an integer amount: if it's enough to result in 0 base defence then 0 defence will be used in the chance-to-hit calculation, even if +% Defence is applied afterwards (+700% of 0 is still 0). Note that it's applied after the Stone Skin Unique bonus doubles a Unique monster's base defence.

-% Defence is applied by the skills Battle Cry, Conviction and Cloak of Shadows: this suffers no penalty, although Cloak of Shadows doesn't apply to boss monsters (this does not include random Champion and Unique monsters, or Super Unique monsters). However, any +% Defence will reduce its effectiveness: -90% Defence applied to a player with +700% Defence will still leave that player with +610% Defence.

-% Target Defence from items like Eth runes is applied after % Defence and is 100% effective against all monsters except Super Unique and boss monsters, against which it is only 50% effective (so while -100% TD would reduce random Champion and Unique monsters to 0% defence, it would only reduce a Super Unique or boss monster to 50% defence). The effectiveness of -% TD is also supposed to be halved against players, and possibly hirelings.|||That is right. I believe OnderDuiker is correct. as what PhsycoNoob said, -X% Target defense does apply to boss's just 50%, but IGNORE TARGET DEFENSE does not apply to bosses at all. So %reduce defense is better against bosses.|||i have some further questions on the matter

i�m currently running an untwinked frenzy barb through hell and ar is a major issue

i�m using an aldurs flail with 2 eth runes (so -50% target defense) and use battle cry very frequently with -58% or -66% defense (depends on which switch i cast it)

the main question i have is, do the two eth runes in my main hand weapon work for my off hand weapon too? i know crushin blow works only on the weapon that has the stat

in which order do those defense reductions apply? war cry first, since it works like negative ed and and then the eth runes?|||-%TD only works for the weapon it's on.

It could be that I'm missing something, but since they both do the same thing (both applied after +% ED) would it make a difference what the order is?
