Question about level requirements

Yesterday I found this crown:

I was surprised to see that it require lvl 60 in order to use it, I have other similar items but as you can see none of them require level 60:

Why this particular item has such high lvl req?|||Well... What's on the offending crown that's not on the other two?

'of the Mammoth' gives +31 to +40 to Life and has a lvl-req of 60.|||Thanks for the fast reply|||To build on what Hubb said (this will be more useful for the future), the affixes etc decide the level in a sense. For example, if you make a runeword;

The level requirement will be the highest level requirment ingredient, be it the weapon/armour, a rune or whatever

So if you had the lowest possible 4 socket weapon for infinity, with a level requirement of say 29 (probably isn't 29 ), then the actual level requirement would be that of the ber runes used in the runeword (bermalberist)! |||you will see some rare items (and crafts) that have surprisingly high required levels despite not having great mods. Some high level affixes, especially skill charges, just aren't very useful sadly.
