Who can drop Tyrael's Might?

[:1]I was wondering this because I want one. I've been googling around and read that Pindle and Meph cannot drop Tyrael's Might. If this is true, who can? Can Eldritch drop it? Shenk? Nihlathak? Duriel? Izzy?|||Here's a thread with the exact same question:

I was looking at the TC of a few monsters specifically: Dac Farren, Eyeback the Unleashed, and Threshsocket seems to have a TC of 87. Even though the caclulator does not include them, can they drop it?

Edit: Wait, even pindleskin has a TC of 87.|||I've downloaded the "most up-to-date" version of atma month or two ago and there still was drop rates for 1.10 version. You will probably need something else to get exact rates.|||via google I found this little gem:

No, he can't. The monster must be able to drop from TC and its monster level has to be at least 87 as well (which is a different issue, the numbers are identical by incident).

Only bosses, their minions and champions.

Example monsters which can drop from TC87, but with a mlvl below 87: Pindleskin, any non-boss/minion monster

Example monsters wich cannot drop from TC87, but with a mlvl of 87 or higher: Hell Duriel, Mephisto and Diablo. All act bosses except hell Baal, Diablo's seal bosses.

Example monsters which fulfill both conditions: Hell Baal, bosses and minions from L84+ areas (not necessarily including superuniques), champions from L85 areas, a few act 5 superuniques (including the Baal wave monsters), maybe Hephaistos from act 4.
